Transport for London (TfL) has taken a significant stride forward in expanding the capital’s transport network with the launch of a preliminary market engagement notice for its Docklands Light Railway (DLR) Thamesmead Extension.
The ambitious project will see a 3km extension connecting Gallions Reach to Thamesmead via Beckton Riverside. The estimated cost stands at £1.35bn excluding VAT, or around £1.62bn including VAT.
The scheme is designed to reshape transport across the Thames. Key elements include a new station at Beckton Riverside, a 1.5km twin-bore tunnel under the river, and a further station in Thamesmead.
The plan also features a grade-separated junction integrating the extension with the existing DLR East Route and a turnback siding west of the extension to allow for future service expansion.
Docklands Light Railway Ltd, a wholly owned TfL subsidiary, will act as the contracting entity for the procurement.
TfL notes that the project is currently in the definition stage, covering goods, services, and construction works, with a target start date in 2028 and a projected completion by the end of 2033.

“The scope of services under the Thamesmead Extension programme is broad and comprehensive.
It includes civil and building design, mechanical and electrical engineering, ground investigations, and the overall design leadership and coordination,” TfL stated.
Construction will cover enabling works, civil engineering, mechanical and electrical installations, traction power systems, permanent way and track works, telecommunications, station buildings, and landscaping. Supply of mechanical and electrical equipment and construction materials is also included.
TfL is trialling a new delivery model aimed at improving efficiency, cutting costs, reducing carbon emissions, and enhancing whole-life cost performance. Early contractor involvement is planned to tap into industry expertise effectively.
To shape a practical delivery strategy, TfL has launched a Preliminary Market Engagement (PME) to identify suppliers with experience in large-scale infrastructure projects. This process will gather industry advice on buildability, phasing, contract packaging, and sequencing.
The PME will feature a Supplier Industry Day in London on 2 December 2025 and a Market Sounding Questionnaire to gauge industry capability and insights. TfL has hinted that follow-up sessions, including one-to-one meetings, may also take place.
Interested suppliers must register via the SAP Ariba portal and sign up for the Industry Day by 25 November. Attendance will be limited to three representatives per company.
A formal tender notice is expected by mid-2026. Once complete, the Thamesmead Extension is set to play a pivotal role in east London’s regeneration, improve cross-Thames connectivity, and support communities such as Beckton Riverside and Thamesmead.
TfL’s project promises both economic growth and sustainable urban development for the capital.
