The Prime Minister’s cost-of-living tsar, Lord Richard Walker, has been a vocal proponent of this shift.

He recently argued in the Sunday Times for a temporary profit cap to prevent energy companies and fuel retailers from enjoying windfall gains while families struggle to fill their cars.
